2026. It is not a new survey or a separate engineering report. The City's
live service returned HTTP 403 Forbidden when checked on October 23, 2026.

The original record does not establish a vertical datum. The flood model
assumes NAVD88 for these heights and adds 0.18 ft for its MLLW tide display.
User height corrections, interpolated heights and heights borrowed for a
nearby CW wall are modeling inputs; they do not alter this original record.
Only TOP WALL/TW descriptions qualify as wall-top observations. Other
descriptions can represent a wall base, pavement or another surveyed feature.
